Job Description
PURPOSE
The Regional Supply Management Director oversees and sets strategic
direction for the Global Supply Management organization in the region.
Responsible
for all Global Supply Management activities in the region and is the key Global
Supply Management expert for regional executives and the GSMGSM leadership team
in regards to the region. Responsible for the development, implementation,
continuous improvement and execution of Newmont’s global Supply Management and
capital projects strategies, policies and guidelines to drive shared goals and
objectives across the entire Global Supply Management GSM organization.
Communicates the Global Supply Management (GSM) vision and builds strong
working relationships with internal client executives. Liaises and builds relationships
with peers across regions to drive critical knowledge exchange and best
practices.
Responsible for all project related commercial activities within
Newmont’s region that are assigned to the Regional Project Management Team
under the Direction of the Regional Capital Projects Director
Responsible for all Global Supply Management - Capital Projects
activities including contracts management, procurement, logistics, material and
asset management and business readiness for assigned capital projects., EPC/M
contractor’s contracting and procurement activities and other third party
contractors and vendors.
Assume management responsibility for Newmont’s Capital Effectiveness
Program (CEP) for a assigned projects including project execution planning
(Stages 1 through 5) staffing and execution as they pertain to Global Supply
Management - Capital Projects requirements
Work to enhance Newmont’s overall Global Supply Management (GSM)
functional capability through continuous improvement and development of the organization.
Operationally responsibility for coordination of purchasing,
transportation & logistics, warehousing, contracts, investment recovery,
warranty and repair, inventory control, Global Supply Management systems and
business processes, and supplier relationship management; all to be integrated
with global/regional goals and policies in accordance with the key requirements
of stakeholders within the region and globally.
To actively cooperate with counterparts at other “best in breed”
companies operating in the region, sharing best practice on common challenges,
GSM tools and processes.
ESSENTIAL DUTIES
- Accountable
for all Global Supply Management (GSM) functional areas and the targets,
metrics and key performance indicators for the region including service
levels and savings targets as well as the building of key operational
relationships to drive sustainable efficiency and effectiveness in Global
Supply Management support from planning through supplier management.
- Provide
a leadership role on all Safety issues, ensuring that all GSM employees
and directly managed contractors actively move through the Safety Journey.
- Workload
is primarily focused on the management of the teams responsible for the
operational execution of Global Supply Management functions in the region
as well as the development of key relationships both internally and
externally.
- Responsible
for ensuring that the sourcing and procurement needs of Operations are
delivered in a cost effective and timely manner, in compliance with
global/regional goals and in accordance with Newmont values.
- Assume
responsibility of all assigned Global Supply Management - Capital Projects
activities centering on contracts management, procurement, material/asset
management, logistics and business readiness for regional projects.
- Responsible
for implementation of Newmont’s Capital Effectiveness Program (CEP) for
all stages including assistance to study directors and project directors
in stage-gate activities.
- Responsible
for planning and execution of regional projects including recruiting,
hiring and staffing for Global Supply Management - Capital Projects.
- Responsible
for management and oversight of EPC/M contractors and other contractors
and vendors performing project work as well as direct management and
oversight of the owner’s scope of work for projects in the support of mine
develop.
- Plan,
schedule and coordinate Business Readiness activities.
- Collaborate
with, as required, any mega-projects within the region in terms of Global
Supply Management - Capital Projects activities (but not be responsible
for managing mega-projects).
- Support
the Denver Global Supply Management - Capital Projects Group in
development of prime contracts (Stage 3 Study Agreements and Stage 4 &
5 EPC/EPCM contract) as applicable for regional projects.
- Responsible
for the Review and approval of capital expenditures and functional
budgets within the Global Supply Management organization as well as
supporting the budgeting and planning process with operations and other
functional organizations in the region.
- Ensure
that GSM operations remain within agreed yearly budgets.
- Develop
and approve regional policy related to all Global Supply Management
functions, consistent with global policies and procedures.
- Responsible
for the continued development of a long term sustainable local sourcing
and importation policy, at both “local local” and national level.
- Ensure
that all Global Supply Management activities are undertaken in accordance
with applicable legislation and regulations, company policies and
procedures, including those associated with environmental and social
responsibility.
- Build
and maintain effective working relationships with D&D and Denver CEP
functions to ensure that Major Projects maximize existing regional
synergies reflect local sourcing policy requirements, and that the
transition from projects into operations is successfully planned and
executed.
- Interface
with key client executives, ensure effective visibility of the Global
Supply Management strategy, and build and maintain strong working
relationships with internal clients. Ensure client satisfaction.
- Responsible
for the development, implementation and execution of Newmont’s Global
Supply Management strategy, policies and guidelines to drive shared goals
and objectives across the entire Global Supply Management; is accountable
for continuous improvement efficiency gains, cost savings, and other
performance metrics.
- Develop
skills and abilities of direct and indirect reports through ongoing
performance measurement and feedback. Provide career guidance and act as a
champion and mentor for all resources in the Global Supply Management
organization.
- Ensure
that capable and qualified subordinates/managers are in place to supervise
all Global Supply Management functions in the short, medium and longer
term.
WORKING CONDITIONS:
- No
special working or regulatory conditions apply to this position.
- The
position is located in the Regional Office, but with significant
requirements to travel to mine site(s).
- Some
international travel, principally to the Denver Head Office, will be
required.
Required Skills or Experience
- Bachelor’s
degree in Business, Global Supply Management, Accounting or related field
required or equivalent experience.
- Master’s
degree in business administration or certification in procurement
excellence preferred.
- Minimum
15 years of Business-related supervisory experience preferably in a mining
environment.
- Must
have at least 2 years’ experience of managing GSM operations at mine-site
level.
- Internationally
recognized professional qualification in Global Supply Management
preferred.
- Experience
in project management including construction contracting, equipment
procurement, material/inventory control and logistics for major
development projects.
- Experience
and a high level of understanding of Engineering & Construction
(E&C) industry practices in conducting formal tenders including the
development of tender packages, contract preparation and purchase order
preparation, contract negotiations and award.
- Broad
based experience in major equipment procurement, construction bulk
commodities procurement, material control, international logistics and
inspection, and contracts administration.
- Equivalent
experience, certification, and educational background will be considered
and may be substituted at the discretion of the company.
