ACP Angwutubuge Awuni and Rear Admiral Matthew Quashie
President John Mahama has made changes in the top hierarchy of the Armed Forces – the first since he assumed office as president.
Rear Admiral Matthew Quashie now heads the Armed Forces as Chief of Defence Staff, from his former position of Chief of Navy Staff.
The Army Commander is Brigadier Opoku Adusei while Commodore G.M. Biekro heads the Navy as Chief Of Navy Staff. Until his elevation, Biekro was Chief of Staff at the General Headquarters of the Armed Forces.
The Chief of Air Staff, Air Commodore Samson-Oje has been maintained as head of the Ghana Air Force.
DAILY GUIDE can confirm that choosing the replacements of the outgoing Service Chiefs, including the Chief Of Defence Staff (CDS), was a painstaking exercise arrived at after consultations with the Council of State, as stipulated by Article 212 (1) of the 1992 Constitution. The consultation with the Council of State is however a formality because the President would always have his way regarding those he wants to entrust the security of the nation to, as the Commander-In-Chief.
The appointment of the various security chiefs, including top ones in the Ghana Police Service, is based on merit and seniority, although regional or ethnic balance cannot be relegated to the backburner.
The outgoing crop of Service Chiefs and the CDS were announced by the late President J.E.A. Mills shortly after his assumption of power through a statement by the then Secretary to the President, which elevated the then Major General P.A. Blay to the position of Chief of Defence Staff. He was later promoted to the rank of Lt. Gen., the rank commensurate with his status as CDS.
The military high command, as currently constituted, is made up of Major General J.N. Adinkrah, Chief of Army Staff, Rear Admiral M. Quashie, Chief of Naval Staff, Air Vice Marshal M. Samson-Oje, Chief of Air Staff and Commodore G.M. Biekro, Chief of Staff General Headquarters.
Changes In Police
The Police Administration has made changes in its top hierarchy, which takes effect from Monday April 1, 2013.
The Greater Accra Regional Commander, COP Patrick Timbillah takes over from COP Alhaji Hamidu Mahama as Director General, Human Resource, at the Police Headquarters.
Alhaji Hamidu Mahama becomes Director General, Special Duties, at the Police Headquarters.
The Deputy Accra Regional Commander, DCOP Christian Tetteh Yohunu now heads the region as Commander, with the Nima Divisional Commander ACP Timothy Yoosa Bonga becoming his deputy.
The man who now takes over the headship of Welfare is COP Stephen Andoh-Kwofie, who was the Central Regional Commander. The position was held by DCOP Mina Ayim, who now moves to the National Headquarters.
Other changes are ACP Awuni Angwubutoge, formerly Commanding Officer, Motor Traffic and Transport Unit (MTTU), who now becomes Director of the MTTU Department, National Headquarters. The new MTTU Commanding Officer is Chief Superintendent Mohammed Suraji, who was previously Director of Community Policing.
DCOP Kofi Boakye, previously Director of Training and Education, goes to the Western Region to replace DCOP Moses Ransford Ninson, who moves to the Central Region.
DCOP David Ampah-Bennin, Director General, Technical, now heads the Department of Public Affairs, as COP James Oppong-Boanuh, DG Police Intelligence and Professional Standards, now heads Services, as Director General.
COP Frank Adu-Poku is the Director, Technical.
DCOP George Tuffuor leaves the Northern Region to head the Training and Education Department, a position which was held by DCOP Kofi Boakye.
DCOP Ken Yeboah, DG Legal and Prosecution, is the new Northern Regional Commander, as DCOP Yaagy Akuribah, Commandant of the Police College, heads the Eastern Region, and DCOP Bright Oduro takes over from his Upper East base.
DCOP Alex Quainoo, Deputy Regional Commander, Brong Ahafo, goes to the Upper East Region, with ACP Kwasi Mensah Duku, Deputy Regional Commander, Ashanti Region, heading Upper West.
ACP Simion Yaw Afeku, DG, Operations, is now the Deputy Regional Commander for Ashanti Region.
