CLOSSAG Suspends Nationwide Strike

The National Executive committee of the Civil and Local Government Staff Association Ghana (CLOSSAG) has called off a nationwide strike.
“The National Executive Committee, aware of efforts to enhance a peaceful atmosphere before, during and after elections and recognizing the exemplary steps taken by the Civil Service Council and the Chief of Staff, CLOSSAG is calling on its constituents to call off the strike action and resume work to pave way for normal government business.”
A press statement issued on Tuesday in Accra by CLOSSAG and signed by Isaac Bampoe Addo, Executive Secretary, which noted this, however called for “babies with sharp teeth at the Fair Wages and Salaries Commission to be thrown away with their bath water.”
After the migration of staff within the civil and local government services from the Ghana Universal Salary Structure (GUSS) onto the Single Spine Salary Structure (SSSS), the issue of top-up allowance/premium became topical. It is regrettable that the FWSC since September 2011 to date, has not helped matters.
“Whereas FWSC has not found it necessary to approve “retention premium” and “critical support premium” for other services, it is always coming up with spurious arguments in dealing with premium for the staff of Civil and Local Government Services.
“Interestingly, a directive by the Minister of Employment and Social Welfare to FWSC to develop scenarios for the payment of premium to Civil and Local Government staff since February 28, 2012, has not been complied with.”
It said instead of opening appropriate channels of negotiation, FWSC has persistently embarked on vilification and blackmail of CLOSSAG besides feeding the public with half truths and utter lies relating to the Single Salary Pay Policy.
This attitude of FWSC is tantamount to unfair labour practice and the earlier it recognises this fact the better for all.
On Friday, November 2, 2012, the leadership of CLOSSAG had a meeting with the Civil Service Council to resolve the industrial action embarked upon by members of CLOSSAG. The council has initiated and submitted proposals to government for a resolution of the crisis.
